What is Measure T on San Mateo's 2024 ballot?

Measure T was placed on the City of San Mateo 2024 election ballot by unanimous approval from the City Council. It is the product of six years of the community working together to come to a consensus on how we are going to grow through 2040, in support of the General Plan 2040.


We are seeing a lot of mis-information out there. It's going to be really important that people know the facts about what Measure T is and does:


  • Measure T will not increase taxes.

  • Measure T takes feedback from several years of working with San Mateo residents through the General Plan 2040 process and focuses development downtown and along transit corridors - only 10% of San Mateo will receive zoning updates from Measure T. 15% of the city cannot be developed (roads, parks, waterways, etc.) and 75% of San Mateo remains the same with no zoning changes.

  • Measure T supports reduction of greenhouse gasses, increasing walkability scores, and incentivizes housing to be built close to restaurants, existing businesses, and jobs.

  • Measure T incentivizes builders to build more middle income and affordable housing with updated zoning, so we can increase our housing stock for new families, educators, postal workers, firefighters, public safety workers, veterans, seniors, and more.

  • By focusing on building in strategic areas throughout the city, we have the ability to apply smart urban planning to support maintaining a suburban feel with modern amenities that's walkable. The best part, our local businesses will benefit from having neighbors living around them and coming home to downtown as opposed to driving through or leaving from.

  • Measure T retains San Mateo's requirement for 15% affordable housing in new development projects. The City of San Mateo has had a Below Market Inclusionary Program for years which requires that 15% affordable for all new housing projects, and this ordinance both supersedes Measure Y's 10% affordable requirement and will be retained in Measure T.
